"What is owns?" means who has something, just like when you have your favorite toy.
Imagine you and your friend are playing with blocks. If you take all the red blocks and say, "These are mine," then you own the red blocks. That means they belong to you, no one else can use them unless you let them.

Knowing who owns what helps everyone know where things are and who can use them. If no one knows who owns what, it might get confusing, just like if both you and your friend tried to use the same red block at the same time!
