If asking Barkley nicely costs less than buying a new fence, he digs where it suits him best. The outcome is efficient because people naturally trade rights until everyone gets the most value. It is not magic; it is just smart trading like swapping stickers. As long as talking and writing contracts are cheap (low transaction costs), private deals work better than big rules from outside.

So, when neighbors or companies have conflicts, they don't always need lawyers or judges. They can negotiate privately if the cost of arguing is low. This saves time and keeps things fair for everyone involved without heavy government intervention.
