When a country creates a new island, it usually gets to say who lives there and what happens on it.
Imagine you're playing in a sandbox, and you build a little hill with your toy shovel. That hill is like a new island, it didn’t exist before, but now it does because you made it. If you’re the one building it, you get to decide who can play there next or what rules they have to follow.
Now think of countries as kids in a big sandbox. If a country builds a new island, maybe by putting rocks around it or moving sand, that country usually gets to say who owns the island. It's like when you build something cool, and your teacher says, “Great job! You can keep that hill for yourself.”
Sometimes, though, other countries might want to play there too, just like a friend might try to take over your hill. Then they have to talk about it, maybe even shake hands or make an agreement.
If no one else is around, the country that made the island usually gets to own it all by itself, just like you would own your sandbox hill if there was no one else playing nearby.
