Not only present but also instrumental means something is there and it helps make things happen.

Imagine you're building a tower with blocks. You have all your favorite blocks, red ones, blue ones, big ones, small ones. That’s being present, they’re right there in front of you. But if none of them are strong enough to hold up the tower, then they aren’t helping it stand tall. So even though they're there, they're not really doing their job.

Think about your backpack when you go to school. It's present, it's with you every day. But if your backpack had no pockets or straps, it wouldn’t help you carry your books and toys very well. That would make it less instrumental.
