Should deadly heatwaves be a subject for legal action?

Deadly heatwaves can be made into laws, just like how we have laws about not running in the classroom.

Imagine you're playing outside on a super hot day, so hot that it feels like your feet are melting! That’s what happens during a deadly heatwave. Sometimes, people get very sick or even die because of this extreme heat.

Now, think about your favorite teacher who always tells you to wear a hat in the sun. If the city didn’t help protect people from that heat, like not giving them water or shade, maybe it's fair to say they should be held accountable, just like how we get in trouble if we break the rules.

So, legal action is when people go to court and ask for changes, like asking a city to do better during hot days. It’s like saying, “You didn’t help me when I was melting under the sun, so now you have to fix that!”

Sometimes, cities can get in trouble if they don’t prepare for heatwaves, just like how we might get in trouble if we forget our homework.
