A group of important people had to check if someone was good for a special job, but they didn’t all agree on who should be picked.
What is "vetting"?
Vetting is like when you want to choose the best person for a job or task, so you ask other people what they think about that person. It’s like when your teacher asks your friends if they think you’re ready for a special project, they might say yes or no based on how hardworking or kind you are.
The Mandelson vetting row
In this case, some important people were checking Peter Mandelson, who is like a very experienced teacher or leader. They wanted to know if he was the best person to help make decisions for a big group of people, kind of like picking a headteacher for your whole school.
But not everyone agreed on whether Peter Mandelson should be picked, and that disagreement caused some tension, it's called a row. So the "Mandelson vetting row" is just a fancy name for the argument about who should get the job based on people’s opinions of him.
