A woman who dresses sexually and suggestively might be more likely to get raped, but it's not always about what she wears, it's also about how people act.
Imagine you're at a playground, and there are two kids: one wearing a bright red shirt and high socks, and the other wearing a plain blue shirt and shorts. A boy comes up to both of them. He might be more interested in the kid with the red shirt because it stands out, maybe he thinks that kid is more fun or exciting.
Now imagine that boy isn't just curious, he's mean and wants to take something from the other kids. He might pick on the one who looks more interesting, even if that kid didn’t do anything wrong.
In a way, dressing in certain ways can be like wearing a big sign that says “I’m here!” But sometimes people act badly no matter what someone wears, it's not always about the clothes.
